No amendments to Table R301.2(1) were found in the residential code amendments.

Contacted James Royston, Clarke County Code Official, (3/18/2020) who informed us that ice barriers are not required.

James Royston stated "the answer you seek is in table R905.1.1(2) in the Virginia Residential Code 2015. Unfortunately the VRC in section 108.2 exemption 14.5 allows an unlimited amount of roof covering to be replaced without a permit provided you are in an area where wind speeds are not over 100 mph. We are in a 90 mph area contractors may be uncertain of actual code but know exemptions by heart. This jurisdiction does not require a roof inspection for install of coverings."

Chapter 11 of the 2015 VEBC provides retrofit regulations.
